This is called a Stormbrixx infiltration system, and is the first one to be installed in the City! Stormbrixx is an engineered drainage system which is becoming increasingly popular in the United States due to ease of installation, maintenance, and lifespan. This system replaces a traditional French drain consisting of perforated pipe in a rock bed. Based on this test case, systems like this may help ponding issues in more and more neighborhoods to come!
