At their May 21, 2019 Regular Meeting, the Fernandina Beach City Commission (FBCC) unanimously approved a non-exclusive franchise agreement with Amelia Historic Tours, LLC (Resolution 2019-86) for a sightseeing business using vans for tours. The agreement, similar to the agreement signed with Amelia Island Trolleys and incorporating language in the city’s code, will allow the operator up to eight vans. Local entrepreneur Kevin McCarthy, who also owns and operates Amelia River Cruises, will run the business.
The initial term of this franchise is five years with an annual review by the City Manager and three 5-year renewal options if the franchisee is in good standing with the City, for a total of twenty years. The annual franchise fee is $1,250 which can be increased in year 3 up to 1% annually or CPI, whichever is greater.
The main drop off/pick up point for this sightseeing business is proposed to be City Hall, 204 Ash Street.
McCarthy explained that he will start with one used van, increasing the size of his fleet as business conditions warrant. The 12-15 passenger vans will be enclosed with no loud speakers providing narrations that are audible outside the van. In response to commissioner questions, McCarthy said that over time he will try to replace gas powered vans with electric vehicles, if pricing permits. He also indicated that while handicapped accessible vans are not readily available, he will make every effort to accommodate handicapped individuals desiring to take advantage of his tours.
Attached to the proposed contract was additional tour information. He will offer 4 public tours with prices ranging from $25-30: Eight Flags Tour, Fort Clinch Tour, American Beach Tour and Kingsley Plantation Tour. Tours within the city will be done exclusively from the van, while the other tours will involve opportunities to visit museums at the sites. He will start off with 3-4 tours per day and selling tickets online. McCarthy said he has already received inquiries from island hotels about special tours.
McCarthy introduced his partner Daniel Dailey, whom McCarthy said shares his passion for history. Attorney Theresa Prince reviewed aspects of the contract to address commissioner questions. The approval became effective immediately following the FBCC vote.
