4th Judicial Circuit Judicial Nominating Commission Announces Certified List of Nominees

Earlier today, the Judicial Nominating Commission for the Fourth Judicial Circuit completed the remaining interviews of the eighteen (18) candidates to fill the vacancy created by the resignation of The Honorable Robert M. Foster. Following deliberations and thoughtful consideration of each applicant, the Commission nominates the following individuals (in alphabetical order and without any preference) to Governor Rick Scott to replace Judge Foster.

2. Michael T. Fackler

3. The Honorable Charles M. Greene

4. Magistrate Robin E. Lanigan

5. Rhonda D. Peoples-Waters

6. David G. Tucker

Lester B. Bass is a 1988 University of North Carolina Law School graduate who was appointed a Duval County Judge by Governor Rick Scott in 2014.

Michael Fackler, admitted to the Florida Bar in 2002, is a partner in the law firm of Milam, Howard, Nicandri, Gilliam & Renner and has a general litigation practice.

Charles Greene is a 1982 Nova Southeastern Law Center graduate who is a 17th Judicial Circuit Judge. His current six-year term expires January 4, 2021. Greene said he and his wife have been-part time residents of Amelia Island for 27 years.

Robin Lanigan is a 2002 Florida Coastal School of Law graduate; she was appointed a magistrate in 2016.

Rhonda Peoples-Waters is a 1999 University of Florida Levin College of Law graduate. She was an assistant public defender, now in private practice specializing in criminal law.

David Tucker is a 1987 University of Florida Levin College of Law graduate who is Northeast Regional Counsel for the Department of Children and Families.
