What is the local story? – A Fernandina “CAA Seaplane Anchorage” First Day of Issue Commemorative Cover 1940

A recent E-Bay offer to purchase a 1940 First Day of Issue Commemorative Cover generated a lot of e-mail discussion with my cousins, Ernie and Clyde Davis, concerning the history behind the commemorative cover of a “CAA Seaplane Anchorage” in Fernandina.

One cousin has a vague recollection of hearing the seaplane was located at or near the old quarantine station, not too far from the Pogey Plant property.  With World War II looming on the horizon, it might have been a cover for anti-submarine purposes?

I reached out to two history buffs with a Navy background who grew up in Fernandina and had no success. Perhaps some of you might know about this event.

Background:
CAA stands for Civil Aeronautics Authority.  In 1940 there was no airport on the island.
