The Fernandina Beach City Commission (FBCC) will hold a Special Meeting at 3:30 p.m. on January 24, 2018 to decide on moving forward to develop design criteria to repair the South Basin attenuator dock at the City Marina. These criteria must be established before the city can proceed to advertise for proposals to do the final design and build of the project.

At the January 16, 2017 Fernandina Beach City Commission meeting, City Manager Dale Martin reported that only one of the 26 firms solicited by letter on December 22, 2017 had expressed interest in the project [See: https://fernandinaobserver.com/uncategorized/next-step-for-city-marina-repairs-develop-design-criteria-package/]. Applied Technology & Management, Inc. (ATM) submitted a proposal in the amount of $34,500.

Because this item had been received too late for inclusion in the agenda for the January 16 FBCC meeting, commissioners scheduled the Special Meeting to immediately follow the goal setting workshop on January 24. Both meetings will be held at the City Golf Course Clubhouse.

Martin provided Commissioners with a series of slides (below) showing the timeframes of past actions with respect to marina repairs and projecting a timetable forward. This timetable is dependent upon the FBCC’s taking action at the Special Meeting to authorize a contract with ATM to develop design criteria.

Hmmm, I thought Commissioner Smith when he was dressing down Commissioner Ross indicated that the City would be flooded (no pun intended) with firms wanting the design criteria business. ATM has a great track record in their previous work with the City and unless it can be shown that their price is non-competitive, they should be awarded the work.
