PAB vote: thumbs down on Port Master Plan

More than 60 people attended the November 12, 2014 meeting of the city of Fernandina Beach’s Planning Advisory Board (PAB) anxious to learn whether the PAB would recommend adoption of the Port of Fernandina’s draft Master Plan.  Although the Ocean Highway and Port Authority’s (OHPA) attempted to address public questions and concerns via a lengthy and revised slide presentation prepared by their consultant, the PAB decided in the final analysis that the plan had not been significantly revised.  Concerns over wetlands remained, along with environmental and safety concerns.  Both PAB members and 10 speakers spoke to inconsistencies in the plan that made the document difficult to read and understand as currently written.  PAB Chair Len Kreger asked why, if the OHPA had no intentions of taking certain actions or adding various activities, such references could not just be removed entirely from the document.  Brian Wheeler, the OHPA consultant, responded that he believed Kreger’s concerns had been addressed by footnotes and documents included in appendices.

The six members of the PAB disagreed.  After more than 2.5 hours of presentation, discussion and public comment, the Board voted unanimously to send its recommendation for denial to the Fernandina Beach City Commission (FBCC).  The FBCC will take up the matter in January 2015 with a new commission.  Commissioner Johnny Miller and Commissioner-Elect Robin Lentz, along with Group 2 Commission Seat run-off candidate Tim Poynter attended the PAB meeting but did not speak.  No other seated commissioners attended.  Other than the consultant, no one from the OHPA or Kinder-Morgan (the port operator) appeared to be in attendance.  All 10 members of the public who spoke urged the PAB to recommend denial of the OHPA master plan as presented.

I applaud the PAD board for the overwhelming denial of the revised OHPA Master Plan. I read the revised plan, it said nothing to the concerns of this Community. I was interested to see who was at this meeting from our city Commission and who was not. This is the biggest issue that our community has faced since the Civil War. What happens at the Port of Fernandina will have a major effect on every citizen of this Island and the future of our business plan of tourism for this Island. Next is No to” spot zoning” of lots that the Port Authority owns next to the Port.

This decision is a direct result of citizen input and concern — I am appalled that the entire commission was not present for these discussions!! What do we have elected officials for, if not to research issues, determine the best way forward for the community, AND attend meetings that will determine our future?? I hope that this outcome has shown Fernandina citizens how important our voices and our votes are in setting public policy.

Good to see the unanimous vote of the PAB in recommending denial of this plan. As a consultant who has been involved in the development of many strategic plans, you don’t leave something in the plan unless you believe that it is a realistic possibility. By leaving the items in and the Port goes gangbusters and wants to expand and develop this functionality, they can later say “well, it was in our plan”. While I personally believe that some of this items were pure fantasy in actually being done, if the Port didn’t believe in their being achieved, why wouldn’t they be willing to just eliminate them rather than try to just footnote them?

This is far from over, and OHPA knows this as well. It has to go before the City Commission, and if it is rejected there, then to Mediation (heaven only knows what that will bring).
It is vital that the citizens stay involved and educate themselves about what all this can mean for the town.
