Consultants to propose scope of work for waterfront redevelopment

The Fernandina Beach City Commission (FBCC) will hold a Special Meeting at 5:00 p.m. on Tuesday, June 20, 2017 for the purpose of hearing a presentation from Dix.Hite+Partners on their proposed scope of work as a consultant to assist the city with planning for Amelia Riverfront redevelopment.

This meeting is open to the public. However, public input will not be taken during the Special Meeting. The public will have an opportunity to provide input on this topic under Agenda Item 7.2 at the Regular Meeting of the FBCC, which immediately follows the Special Meeting. That item is a Resolution proposing an agreement with the consultants for consulting services based upon the outlined scope.

The proposed Resolution, draft contract and matrix containing input from the City Commissioners during individual interviews is available on the city website under the agenda tab for Tuesday’s meeting.

The City published a Request for Qualifications (RFQ) for waterfront redevelopment in February, subsequently selecting Dix.Hite as the most qualified and directed staff to proceed with negotiations. After several meetings, it became apparent that consensus among the City Commissioners regarding the definition and extent of the original scope and the costs associated with the scope was not evident. Subsequently, Dix.Hite representatives met with City Commissioners to gain additional insight related to waterfront development. The results of those meetings have been provided prior to this meeting for City Commission review.

This project is expected to be funded by monies received from the Ocean Highway and Port Authority. Staff is recommending a budget amendment increasing the Commission’s Professional Services account, 0011100 53100 and the Ocean Highway and Port Authority revenue account, 001 33910. This budget amendment will increase the City’s Total Budget.
